Five circulars a month, in full, at no cost. Beyond that, a subscription. Regulator pages, sector pages and every storyline stay open to everyone, signed in or not.

Currency
Charged in rupees. The dollar figure is a second quoted price, not a conversion — there is no exchange rate between them, so neither moves when the other does.
The free allowance
Counted per calendar month, in UTC — so it comes back on the 1st at 00:00 UTC, which is 5:30 in the morning in India. A circular you have already opened stays open; re-reading one never costs a second.
What is never metered
The front page, every regulator and sector page, every storyline, and — on a circular you have not opened — its title, publisher, date, reference, summary, any deadline in it, our reading of its impact, the Acts it is issued under, the storyline it belongs to, and the link to the official document. What a subscription opens is the circular's own text and the documents it supersedes, continues or names.
Recurring payment
Subscriptions in India run on a mandate you register and can revoke at your bank, not on a card we hold — with notice before each debit. UPI Autopay is one of them.
